Democratic presidential candidate Cory Booker is proposing that all gun owners be interviewed and attend safety training to obtain a firearms license issued by the federal government.
National licensing is one of a dozen specific proposals in Senator Booker's gun control agenda released on Monday. First-time buyers and all new gun purchases would go through federal license requirement. There is a transition period that would allow current owners to comply.
Presently there is no national licensing program for firearms. Although, thirteen states and the District of Columbia have some form of licensing/permit rules to purchase a firearm, according to the Giffords Law Center to Prevent Gun Violence.

In a speech last month, Booker vowed to “bring a fight” to the National Rifle Association, which generally opposes gun restrictions.

Universal background checks for gun buyers
Re-institution of a ban on assault weapons and high-capacity firearm magazines
The modernization of the federal Bureau of Alcohol, Tobacco, Firearms and Explosives
Booker's gun control agenda will face challenges in the Democratic House and would more then likely not get past the Republican-controlled Senate.
Gun control advocates and their politicians have painted a very clear picture of what the 2nd Amendment will look like under their control. With Booker's standing in the democratic field, it's safe to say, he will not gain the democratic nomination for president. It's also safe to say, the democratic nominee for president will adopt some form of this gun control agenda.
